Executive Biographies

Glen E. Smith, Chief Executive Officer and Co-Founder - Contact Mr. Smith

Glen E. Smith is President, CEO and co-founder of ECS. He has been intensely involved in the energy arena since the beginning of electricity deregulation several years ago. After practicing law for several years, Mr. Smith initially began in the energy field by working for several years at a large New York State ESCo (energy supply company), ultimately becoming a Vice President of the company. His multiple responsibilities included purchasing electricity supply around-the-clock, by the hour, from multiple electricity supply sources, including NYISO, PJM Interconnection, and bilateral sources. In general, Mr. Smith handled all aspects of electricity supply, including installed capacity, operating reserve, the NYS transmission grid, etc., and purchased the power used by the company's several thousand customers across New York State.
Over the past few years, Mr. Smith has been intricately involved with the more detailed concepts of electricity supply and the effects and necessary interplay of demand response programs relative to the stability of that supply, including installed capacity and other ancillary products. Mr. Smith has additional extensive experience related to analysis of utility, CalISO and NYISO tariffs, rules & regulations. He has written numerous white papers and presented both nationally & internationally on the topics of demand response and electric grid stability.
Mr. Smith holds Degrees in Political Science, International Economics & Business Administration, graduating with honors; and a Juris Doctorate.


Stephen P. Lynch, Principal and Co-Founder - Contact Mr. Lynch

Stephen Lynch is co-founder of ECS and a principal in the company. He has been involved in the field of electric energy management since he attained his BS degree in Electrical Engineering from Northeastern University. After receiving his degree, Mr. Lynch was employed by General Dynamics in the capacity of power systems engineer relative to nuclear power systems. He then accepted a Senior Management position with an extremely electric energy-intensive operation and the world's largest manufacturer of cubic zirconia. In that position, Mr. Lynch singularly managed all energy-related issues at the facility, including negotiations and discussions with multiple electric utilities, managing the company's participation in demand response and energy conservation programs, and procuring power allocations from the New York Power Authority for the company. Additionally, Mr. Lynch has served on the Board of Directors for the Manufacturer's Association of Niagara County.
Since deregulation of the electricity markets, Mr. Lynch has become even more involved with facility power management, interval metering to enable that facility management, as well as design, implementation, and administration of demand response and energy conservation programs. He has presented at multiple venues on the topics of lighting, energy efficiencies, metering and demand response.
At ECS, Mr. Lynch oversees all technical aspects of the programs, including interval metering of facilities, determining load profiles and power factors, and general consultation to participants as to how their facility is comprised from an energy standpoint so that they can more effectively curtail electric usage when needed. With Mr. Smith, he also oversees company operations.

Paul J. Tyno, Vice President, Director of Program Development - Contact Mr. Tyno

Paul brings over 19 years of experience to the ECS team in the areas of business development and marketing. Overall he is responsible for the further implementation of the Demand Response curriculum and serves as one of the primary program consultants. Additionally Paul works closely with prospective clients, current participants, Chamber of Commerce organizations, local and regional Economic Development Corporations as well as various affiliate service providers. This network provides an extensive range of value oriented services to an ECS client further enhancing their ability to manage energy concerns.


David Eisenbart, Field Operations Supervisor - Contact Mr. Eisenbart

David came to ECS with an extensive background in facility operations.  While working for one of the largest property development firms in the United States he was directly responsible for the design, development and operation of all major building systems including electrical and HVAC.  At ECS, David oversees project operations in the field including facility metering, power management and the analysis of load profiles enabling the client to more effectively participate in energy conservation and demand response programs.


Martin S. Fanaro, Director of Engineering - Contact Mr. Fanaro

Mr. Fanaro has worked as an Electrical Design Engineer for over 13 years and has been actively involved in the engineering community.  He has extensive systems design experience with lighting, power distribution, life safety, telecommunications, security and surveillance.  His construction management background encompasses facilities such as school districts, colleges, hospitals, office buildings, hospitality, gaming, theaters and manufacturing.  Over the last five years Martin's professional focus has been lighting design.  From specialty decorative lighting, energy efficient fluorescents, an LED or fiber optic technology Martin possesses an extensive and diverse range of knowledge within the industry.


Julie Bevilacqua, Director of Communications - Contact Ms. Bevilacqua

Ms. Bevilacqua holds dual Bachelors Degrees (Communication with a concentration in Public Relations & Advertising; and Spanish). She has served multiple functions at ECS over the past several years, utilizing a strong background in dealing with people. In her "Communications" role, Ms. Bevilacqua oversees print media, press releases, and advertisements. She also prepares all marketing materials at ECS.


Heather LeMar, Director of Member RelationsContact Ms. LeMar

Ms. LeMar has her Bachelor Degree in Communications from the University at Buffalo and has worked extensively in the client relations and public relations field for the past 6 years.  She is responsible for all ongoing member communications, whether it is member referrals to Operation Save New York, participation awards, events, or general member communications.


Jamie Decker, Director of Affiliate DevelopmentContact Ms. Decker

Ms. Decker has her Bachelor Degree of Science from Canisius College at Buffalo, NY. In her capacity as Director of Affiliate Development at ECS, Ms. Decker is responsible for oversight of ECS’ affiliate development strategies. ECS works closely with third party organizations, economic development groups, chambers, engineering groups, consultants, etc to bring those in their membership benefits of participating in a demand response program and also help them reduce paybacks on projects they are implementing on behalf of their clients.


Anna Hartog, Senior Program Representative - Contact Mrs. Hartog

Mrs. Hartog is a graduate of Mercyhurst College, earning dual degrees (Public Relations & Chemistry). She serves as the primary program development contact at ECS, with additional responsibilities including telephone and face-to-face customer presentations and seminar presentations. With a strong background in fundraising and sales, Mrs. Hartog knows how to answer your questions correctly, promptly, and confidently.


Charles J. Fisher, Energy Consultant

During his long tenure with the New York Power Authority Charles served as a Senior Power Analyst, demand side management, an Account Executive responsible for the allocation of available NYPA power and as a Financial Analyst.  An electrical engineer by trade his current role with ECS includes the support of our business development efforts while providing consultative insight regarding supply side issues. 


Charles J. Henry, Energy Consultant - Contact Mr. Henry

A 29 year veteran of Niagara Mohawk (now National Grid), Mr. Henry tended to the energy needs (electro-technologies, demand side management and energy contracts) of large commercial and industrial clients.  He has a Masters of Science in Electrical Engineering and became a Certified Energy Manager (CEM) as well as a Certified Energy Procurement Professional (CEPP) through the Association of Energy Engineers. 


Tiffany Gilbert, Director of Data Administration - Contact Mrs. Gilbert

As a Director of Data Administration, Mrs. Gilbert coordinates meter installations and manages the retrieval of data. She also analyzes customer load profiles and interval data.


Beth Marcinkowski, Director of Administrative Services - Contact Mrs. Marcinkowski

Ms. Marcinkowski serves as ECS' Director of Administrative Services, overseeing office operations. In this position, Ms. Marcinkowski utilizes her strong background in office management. Beth has several years experience in accounts receivable, credit and collections, payables, sales and employee relations.
